 PREAMBLE:

                 We the kinkiba youth development association having realized the need for a     viable association firmly resolve to provide for ourselves a constitution for the purpose of promoting the welfare of all members of the association, do hereby make, enact and give to ourselves the following constitution

GENERAL PROVITION:

SECTION 1: SUPREMACY OF THE CONSTITUTION:

This constitution is supreme and its provision shall have binding force on all members

If any others act is inconsistent with the provision of this constitution, this constitution shall prevail and that other act shall to the extent of its inconsistency be void.

SECTION 2: NAME AND ADDRESS OF THE ASSOCITION:

The name of the association shall be kinkiba youth development association.

The address of the association shall be kinkiba ward soba local government.

SECTION 3: AREA OF OPERATION:

         The association shall operate within Kinkiba ward Soba Local Government in

          particular and Kaduna State in general.

SETIONTION 4: MOTTO:

           The motto of association shall be TO DEVELOP OUR AREA.

SECTION 5: AIMS AND OBJECTIVE:

      The aims and objective of the association shall be

To protect the right of all student of kinkiba ward 

To guide student from their studying

To help student in getting admission into various institution

To discuss about the development of our area      

To ensure the development of our area from areas of human endeavor 

The lay solid foundation about development of education

To help resisting student penetration of drug abuse, cultism and examination malpractice

Section 6: ACTIVITIES OF THE ASSOCIATION:

                The activities of the association shell be

Community development

Visit various school and give them advised

Organizing lectures, symposium and debate among the student

Organizing ( C.B.T ) TRANING for jamb candidate

SECTION 7: GRAND PATRONS OF THE ASSOCIATION

           The grand patrons of the association are:

Mr. shafi.u  Alhassan kinkiba

Mal. Sulaiman sidi kinkiba 

Mal. Mas.ud  kinkiba            

Alh.abdu fiyafiya kinkiba

Dr. sadik zubairu kinkiba

Mal. Gali haruna kinkiba 

Mal. Ibraheem hayin hamida

SECTION 8: ORGANS OF THE ASSOCIATION

       There shall be two organs of the association

The congress

The executive council

SECTION 9: POWER OF THE CONGRESS:

     The congress shall have the following power

It shall debate and adopt or reject by motion any report of or the president and other members of the executive.

It shall be the duty and responsibility of the congress to elect members of the executive council and caretaker committee.

It shall have the power to debate and take decision on or approve any issue concerning

The congress shall be the supreme organ of the association

SECTION 10: EXUCUTIVE COUNCIL:

      There shall be established executive council consisting of the following offices.

President

Vice president

Secretary General

Assistant secretary General

Financial secretary.

Treasurer.

Welfare director.

Public relation officers

SECTION 11: POWER AND FUNCTION OF THE EXUCUTIVE COUNCIL:

It shall have the responsibility of formulating policies and drawing up programmers for association

It shall represent the association in all matters affecting the association in and outside kinkiba ward

It shall have the power to appoint standing members of any standing committee where necessary 

It shall have power to organize lecture, symposium debate or others programmers. 

SECTION 12: OFFICE OF THE PRESIDENT

        The president shall perform the following function

Be the executive head of the association

Preside on the executive council meeting

Perform and where necessary delegate to others executive council office some function not contrary to the provision of the constitution but necessary for the furtherance of the welfare and aspiration of the association 

Be the spokesman of the association in and outside kinkiba ward

Summons through the secretary general all the executive council meetings

SECTION 13: OFFICE OF THE VICE PRESIDENT:

           The vice president shall perform the following function

Assist the president in all function

In the absence of president, act for and on behalf  of the president

SECTION 14: OFFICE OF THE SECRETARY GENERAL

            The secretary general shall perform the following function:

Perform all the general administrative work of the association.

Keep the minutes of both the executive council and congress meeting.

In particular be responsible for safe keeping of all records of the meeting of the association.

Be responsible for summarizing and changing up of all executive council meeting and agenda respectively at the instance of the president

SECTION 15: OFFICE OF THE ASSISTANT SECRETARY GENERAL :

               The assistant secretary general shall perform the following function

Assist and act on behalf of the secretary general in his absence

Perform any others function which may directed to him by the executive council

SECTION 16: OFFICE OF THE FINNCIAL SECRETARY:

            The financial secretary shall perform the following function:

Be the chairman of fund raising committee

At the commencement of his/her tenure furnish the member with details of the financial position of the association.

Collect the money due or payable to the association 

Keep record of all moneys assigned and spent by the association

Be the co-sign of all the association cheques and vouchers

SECTION 17: OFFICE OF THE TRESURER:

            The treasurer shall perform the following function 

Deposit with bank all association money within twenty four hours (24hours) or within a reasonable time as the case may be.

Sign jointly with the president and financial secretary all cheques and vouches for the withdrawals of the association money.

SECTION 18: OFFICE OF THE WELFARE DIRECTOR

              The welfare director shall perform the following function:

Be responsible for organizing all social activities of the association

Co-ordinate all sports activities of the association

Perform any other function as may be a signed to him by the executive council.

SECTION 19: OFFICE OF THE PUBLIC RELATION OFFICER:

             The public relation officer shall perform the following function

Compile and issue press release of the association with the approval of the executive council

Be in charge of the association publication

SECTION 20: COMMITTEES:

The executive council shall have power to appoint standing committees for the smooth running of the affairs of the association

The committees to which this section relates are:

Caretaker committee

Fund raising committee

Disciplinary committee

SECTION 21: FUNCTION OF THE COMMITTEE

        The committee shall perform such as function as may be delegated to them by the     

        Executive council 

 SECTION 22: WITHDRAWAL AND FUNISHMENT:

A member shall only withdrawn from the association if found guilty of gross misconduct

Any member who fails to pay annual due intentional for two consecutive yeas shall be suspended from the association

SECTION 23: SOURCE OF REVENUE/ FUND

            The source of fund of the association shall be as follows.

Through payment of annual dues by members of the association

Through solicitation and fund raising

SECTION 24: SOURCE OF EXPENDITURE:

The association fund shall only be spend in furtherance of the association aims and objective

The association fund shell not be used to sponsor a candidate or political party

SECTION 25: ELECTION PROCEDURE:

All members of the congress shall be eligible to vote and be voted in respect of any office recognized by the constitution provide he/she is not member of caretaker committee.

Where such a person is a member of caretaker committee and he/she so wishes to contest he/she could write a resignation as a caretaker committee member

Election shall be conducted by the caretaker committee immediately after the duration of the last executive council, provided that the committee shall have 5 members.

SECTION 26: ELIGIBILITY TO CONTEST ELECTION

To contest election in any of the executive office a candidate must:

Satisfy the provision of section 25 of this constitution

Not have held by way of election such office before

Be enlightened, disciplined and must not have been found guilty of any misconduct

SECTION 27: TENURESHIP AND VACATION OF OFFICE

The duration of office of the executive council shall be one consecutive years.

An office shall be deemed vacated where

The incumbent resigns his office and resignation is dully accepted by the congress

The holder of the office fails to discharge his official function

The incumbent tenure of office expire

The incumbent is impeached in accordance with provision  of section 33 of his constitution

SECTION 28: QUORUM:

The quorum for the congress meeting shall be one-third (1/3) of the total members of the congress.

The quorum of the executive council meeting shall be one-third (1/3) of the total members of the executive council.

SECTION 29: BANK ACCOUNT:

         The association shall within a reasonable time after registration open an account                  

          with a bank for the safe keeping of association fund

SECTION 30: MONTHLY REPORT:

          The association shall at the end of every year punish a report of the activities of

           the association to grand patrons of the association

SECTION 31: APPLIATION TO LOCAL GOVT. YOUTH COUNCIL

    The association want to apply soba local government youth council after registration 

SECTION 32:  MEETING OF THE ASSOCIATION:

The shall be at least one congress meeting in 1 month.

There shall be at least one executive council meeting 2 weeks.

SECTION 33: IMPEACHMENT: 

An officer stand impeached where the found guilty of gross misconduct in the performance of his function

Where officers is found guilty for the abuse of his office

SECTION 34: IMPEACHMET PROCESS: 

  Before a executive office be deemed impeached, the following must be complied with

That two third 2/3 majority of the executive council approved the impeachment

That his guilt is conformed beyond reasonable doubt.

That two third 2/3 majority of the congress approve the impeachment.

SECTION 35: CONSTITUTION AMENDMENT:

      This constitution is subject to amendment by a resolution passed by 2/3 majority of

     the total members of the congress.

I______________________________do solemnly swear that I will be faithful and bear true allegiance to the constitution of kinkiba youth development association that as a

___________________________________________________i will discharge my duties honestly, to the best of my ability, that I will not allow my personal interest to influence my official duties that  I will do right to all members of the association without fear of favors, affecting or ill-will, that I will preserve protect and  depend the constitution of 

kinkiba youth development association.
